Where the question asks how many are needed to hold everything, the answer counts one more for whatever was left over. Papers that drop the remainder and write only the quotient are common, and if the amount for one, multiplied by the count found, does not reach the whole amount, the count is one short.
The procedure itself stays as it was arranged in Decimal ÷ Decimal (Calculations), with the labor of reading from the text which number is divided by which laid on top. Word Problems with Rounded Answers moves on to answering with the quotient rounded off.
