Rewriting 2.4 m as 2 m 40 cm is the conversion at hand. The direction that splits one figure into a large unit and a smaller one, and the direction that gathers the two parts back into a single decimal, are repeated over the pair km and m and the pair m and cm.

After a split, the box for the smaller unit can hold only a three-digit multiple of a hundred for m, or a two-digit multiple of ten for cm. A digit count that does not fit is the sign that a split by a hundred and a split by a thousand were taken for each other.
The unit starts from length. Both the splitting direction and the gathering direction are gone round once here, and Converting Capacity Units finishes the work by putting the same two shapes onto the pair L and mL.
