Clocks with the short hand pointing straight at a numeral and the long hand resting on twelve are read off the picture. The two hands are given separate jobs and the practice narrows to catching the hour from the short one, so nothing but whole hours appears.

Reading the long hand as the hour turns every clock into twelve o'clock. Comparing the lengths of the two hands, and being able to say that the shorter one gives the hour, is the first hurdle to clear. Reading the numeral beside the one the short hand points at also occurs, and the time comes out an hour adrift.
