The whole lesson is built from equations that add one multiple of ten to another. Restated as a question of how many tens there are, each one is handled with the same touch as a single-digit sum. That restatement is repeated in Calculation, in the boxed items of Fill in the Blank, and again in Word Problems.

Dropping the zero from the ones place comes first, turning 40 + 30 into 7. The opposite also appears, with two zeros written side by side to give something as large as 700. Counting the digits catches either one where it stands.
Subtraction, which follows, puts exactly this view of number to work in the decreasing direction. The feature that the tens place alone moves while the ones stays at zero is carried over with it.
