Because Comparing Sizes asks for the greater and the lesser both, deciding that the number with more digits is bigger goes wrong in either direction. Look down from the highest place one digit at a time and the answer is settled at the first place where they differ. For 0.478 and 0.5 the tenths, 4 against 5, decide it alone, and the length in digits is no clue at all.
Adding and Subtracting Decimals opens with this lesson, and so far numbers are only being rewritten. From Addition onward the work enters the column layout with the places lined up. The order of the places grasped here is the clue there.
