Column division by a two-digit number turns on estimating the quotient. Cases with and without a remainder are practiced for 2-digit and 3-digit dividends in column and horizontal form, and after Fill in the Blank and word problems the work widens to Large Numbers and Buying in Bulk for Less.
Estimating the trial quotient too high leaves too little to subtract from and the work stalls, over and over. Too low, and the remainder ends up at least as large as the divisor, which the finished answer shows at a glance. Setting the quotient one digit short piles on top of this.
The instinct for estimating an answer with rounded numbers actually begins here, before Rounding Numbers ever names it. The divisor grows from a single digit to two, and guessing a trial quotient and checking it becomes a step of its own for the first time. What makes that possible is the column procedure already set in Division (÷ 1-Digit Number).
