The moment the mm reaches ten, or the cm reaches a hundred, that group is moved up into the next unit, and only what is left over stays on the small side. Bare equations give the feel of the move, and the same hand is then used inside the word problems.

The move gets skipped and the overflow is left sitting on the small side, which stands out. A mm figure at ten or above, or a cm figure at a hundred or above, means one step has gone missing, and the large side falls short by exactly that much.
