With 1 L standing at 10 dL and 1 dL at 100 mL, those two relations carry all the traffic between three units. Splitting a quantity down into finer units and gathering it back up into larger ones are both practiced, across nine conversions in all.

In mL→L, dL, the last three digits do the work: 500 mL is 5 dL, so 2500 mL is 2 L 5 dL. Shift that split by one place and the L side swells tenfold into 25 L 0 dL. The gap is ten between L and dL but a hundred between dL and mL, so where to cut depends on which pair is involved.
